La sua costruzione andò a sostituire la loggetta quadrangolare che, fin dal 1834, ospitava mercati e fiere agricole.
La fontana, in travertino e bronzo, è composta da un ampio bacino circolare sulla cui sommità sono collocati dei putti che impugnano quattro corni dai quali fuoriescono i getti d’acqua che alimentano la vasca.
